Legal Need for a Driving Licence
The Motor Vehicles Act makes it compulsory for every individual driving a motor vehicle in
any public place to hold a valid and effective Driving Licence (DL).
Vehicle owners are also liable if they permit an unlicensed person—particularly a minor—to drive.

Eligibility and Age Conditions
Driving licences are issued based on the applicant’s age and competence. Individuals under
18 years are not permitted to drive most motor vehicles. Those aged
16 years and above may obtain a licence only for low-powered motorcycles
(up to prescribed engine limits).

Licensing Process (Learner + Permanent Licence)
The licensing procedure includes obtaining a Learner’s Licence (LL), completing
driving practice, passing competence or driving skill tests, submitting medical fitness
certificates where required, and complying with the prescribed forms and requirements under the Act.

Validity, Renewal, and Currency of Licences
Driving licences carry specific validity periods depending on vehicle category and the age of
the applicant. Renewal requires timely application, medical evaluation where necessary, and
compliance with all renewal conditions and documentation.

Suspension, Revocation, and Appeals
Licensing authorities or courts may suspend, revoke, or disqualify a driving licence for reasons
such as repeated traffic violations, unsafe driving behaviour, offences, medical unfitness, or
fraudulent procurement of licences. The Act provides an appeals mechanism for affected individuals.

Common questions about driving licences under the Motor Vehicles Act
Yes. No person may drive a motor vehicle in a public place without an effective driving licence. (Ref: Section 3(1))
