When and Why Duplicate RC Is Issued

A duplicate Registration Certificate (RC) is issued when the original one is lost, destroyed, or becomes unreadable due to damage or mutilation. The Act authorizes the RTO to issue a duplicate RC only after verifying the genuineness of the request—especially for vehicles under hire-purchase, lease, or hypothecation agreements.

Requirement of Financier NOC

If the vehicle is under hypothecation, the applicant must obtain a No Objection Certificate (NOC) from the financier before applying for a duplicate RC. If the financier refuses, they must provide written reasons. If the financier does not issue or refuse the NOC within 7 days, it is legally treated as deemed to be granted.

RTO’s Authority to Approve or Reject the Application

Based on the financier’s response (or deemed approval) and its own verification, the RTO may issue or refuse the duplicate RC. Before refusing the request, the RTO must provide the applicant with an opportunity to be heard, ensuring fair procedure under law.

Communication of Duplicate RC to Relevant Parties
